Voting Question: Does the US Government employ a faction that protects individuals (and groups) from corruption?

I am curious about some things. If there is a US government faction, like a local police force, allowing (if not promoting) the endangerment of its people, including 'setting up' innocent individuals, or using civilians as 'bait' to do their jobs, is there another US Government agency that regulates these types of things? Would this agency become internal (meaning US Operated) or would it be external (perhaps existence of a 'world court' or 'world police' type of organization) and how would one go about contacting such an agency in order to retrieve more information on the subject? If there was evidence that can be proven that a government agency has become corrupt in a US State, which type of attorney would one hire in order to answer some of these questions? Considering protection for all parties (due to the fact that some of the information, if released to the public would cause dire harm to the innocent) how would one go about being protected at the same time arguing their side of the case, without eminent threats from outside sources? Is the US a fascist government organization that disguises itself with ideals of freedom? Please give references to websites and/or organizations that can provide more information.
